Dead Charger Shaver

Somebody brought this shaver in as it wasn't charging or working at all. Taking it apart reveals a battery that is dead, but the charging circuit was also dead! No volts provided to the battery by the charging cirucit when plugged in. No schematics available so impossible to fix.
